Wrong update version used for task "delegateActionForSecuritySubApps". Forward MGNLUI-3820 to M5.5

      1. 5.4.x: Wrong version was used 5.4.7 instead of 5.4.8 for info.magnolia.security.setup.SecurityModuleVersionHandler#delegateActionForSecuritySubApps. Now we need to handle update from 5.4.7, 5.4.8 where config was not updated and from 5.4.8 where configuration is OK.
      2. 5.5: MGNLUI-3820 needs to be forward-ported to 5.5
