JCR import functionality currently hijacks the OpenCreateDialogAction to bootstrap a form dialog. One saves several lines of code, but the dialog's callback is mis-preset and acts for a different purpose.

We should create an action which would exclusively serve the purpose of JCR import and wouldn't interfere with how SaveImportDialogAction works.
