allow for disabling of up/down buttons in the MultiValueField

      There are some cases where the up/down buttons to reorder values become useless. One such example: https://documentation.magnolia-cms.com/display/DOCS/Transforming+field+values#Transformingfieldvalues-Combiningdelegatingtransformers

      It would be a nice improvement if you could disable the buttons through configuration.
