To reproduce:

• Try to activate a content under a not activated parent content (apply to all repositories)
• An error notification apears "1" or "2"
• On magnolia systems with only one subscriber the correct error notification Message received from subscriber: Parent content /test/ is not yet activated or you do not have write access to it. Please activate the parent content before activating children and ensure you have appropriate rights on magnoliaPublic8080 will be shown

The final result shows an alert dialog instead of a notification that fades out in 2 seconds. The message body is not translated into current language and formatted like below.
