Required as a module dependency by admincentral (which bootstraps imaging generators for thumbnails & actionbar previews);
Required by image-provider which crafts links to the imaging servlet for those.
Both got removed as part of the unused dependency cleanup (as reported by mvn dep plugin, which were false positives there).
This currently prevents the empty-webapp from starting up.
