User story:

As a user, I want the search to give me suggestions, so that I can go to frequently searched items quickly. Don't start with a blank search.

Acceptance criteria:

• When a new search starts (user places the cursor in the Find Bar), show suggestions.
• A completely new user (no search history) gets 20 suggestions from whatever apps are configured for search.
• A known user (has search history) gets 20 suggestions as ranked by AI.

Note: AI should handle this. Start training the network based on an empty query.
