In the old (and compatibility) framework, required code fields could still be saved when empty due to bad validation (see linked issue). Check if this problem is also present in the new framework and fix (or port the old fix) if applicable.

Acceptance criteria:

Saving a form with a required code field that's empty should fail with a corresponding error message on that field
