This behaviour was implemented by MGNLUI-4983.
The goal was to restore the behaviour of M5 admincentral but the solution is different.
The old admincentral is returning correctly to last active tab whereas now it returns always to the first tab/subapp.
This is obviously problem in apps which have multiple browsers, e.g. a browser in second tab.
Also, commit and cancel action has different behaviour in new framework.
