Open any yaml/ftl file within the resources app with either view or edit option. You will notice that you cannot scroll horizontally when there is text that goes past the current text field.
You can use this as an example :

Additional notes:
Sometimes you are able to scroll horizontally, but this happens less often than not. There is no factor that contributes to the window allowing you to scroll horizontally.
