When there are a lot of roles and groups to select from, you are not able to scroll through the list when the edit dialog appears. You have to use the Arrow Keys to navigate. Users should be able to scroll through the list.
Example:
Add a couple of extra roles within the security app. Then click on any group > Click edit group > go to the Roles tab and you will see that you are not able to scroll through the list of roles unless you use the arrow keys.
