Enable functionality to turn off population of FormView in OpenDialogAction

The FormView is currently automatically populated whenever the OpenDialogAction is triggered in the UI. This works well for most use cases; however in cases like MGNLRES-346 there is no initial value present to populate the form with, triggering exceptions on the UI. This problem is usually fixed using workarounds. Other use cases where such functionality would have simplified the implementation is CreatePageAction in pages-app module.
