Steps to reproduce

1. Log into Author instance
2. Open pages app
3. Right click onto any page, by that the page is selected
4. Check the context menu and compare to the sidebar menu

Expected results

First click should act the same as second – show available items on context menu in active state, not inactive.

Actual results

Most items on context menu are inactive, even though they are available (as seen in a second try or in sidebar menu).

Workaround

Select page first (left click), then open context menu with right click.

Use sidebar menu instead of context menu on first click.
