Steps to reproduce

1.  Log in as a superuser
2.  Schedule a publication of a page
3. Approve this workflow
4. Log in as eric (editor)
5. Check the overall number of tasks

Expected results

The number of overall tasks for users not participating in a scheduled workflow should not increase.

Actual results

The number of overall tasks is increased even for such user - see the screenshot. This is reproducible on the demo author instance.
