Steps to reproduce

1. Use the attached dialog
2. Expand the dialog either by setting wide property to true or using expand button <>
3. Resize browser window so the options bar of the richTextField is shown in at least two rows
4. Type enter so the scroll bar appears and go down
   
    

   Expected results

RichText options are shown correctly

Actual results

First row disappears

Workaround

Resize window to full screen
