Steps to reproduce

1. Create Content-Type based App with types item and folder
2. Open app
3. Create folder
4. Create item inside folder
5. Delete item

OR

1. Open content type app: https://demoauthor.magnolia-cms.com/.magnolia/admincentral#app:tours:browser;::
2. Create a folder
3. Create another folder inside this folder
4. Delete the second folder

Expected results

User should be able to use action "Publish deletion".

.. Justify non-trivial expectations with a link to a doc or a relevant discussion.

Actual results

Item is marked as deleted, but user is unable to publish deletion because of default-rule.

Workaround

• Publish the folder first
• use decoration to override action rules under subApps.browser.actions.activateDeleted.availability.rules to only contain isDeleted and remove isPublishable

Easy fix.
