The list of actions inside an action group has the wrong order - as well, since groups themselves show up in the wrong order as well (see linked issue). This is the case since we updated to Vaadin 7.
In general, the order actions inside groups is defined like this:
1. Add/delete group: first actions to add items, then to delete items
2. Group with edit actions: view/preview, edit, duplicate, move, (others)
3. Group with publish actions: publish, publish w subs, unpublish
4. Other groups: order had to be defined on a case-by-case basis
