As developer I am able to enable drop ON_TOP but disable BEFORE/AFTER

      Expected results

      I am able to enable drag & drop, but disable moving before/after via a config if backend doesn't support it.

      Actual results

      I can only disable or enable drag&drop to all positions.

      Workaround

      Disable drag&drop and use move action with dialog instead.

      Development notes

      The constraint is hardcoded here https://git.magnolia-cms.com/projects/PLATFORM/repos/ui/browse/magnolia-ui-framework/src/main/java/info/magnolia/ui/contentapp/browser/drop/RowDragger.java#61, we could pass the definition with a configuration.
