Cannot download assets having special character in name

Steps to reproduce

1.  Upload any file with name ü-ä-ö_test.jpg
2. Download the file from the asset app by using the "download asset"button either in app overview or in asset detail view.

Expected results

• File being downloaded

.. Justify non-trivial expectations with a link to a doc or a relevant discussion.

Actual results

• Issue happen showing 404 error page
