Caption tooltip doesn't display on tabbed layout

      Steps to reproduce

      1. https://demo.magnolia-cms.com/.magnolia/admincentral#app:pages-app:detail;/travel:edit
      2. Open Page Properties
      3. Hover over a label --> see tooltip
      4. Change Tab
      5. Hover again over a label --> no tooltip while the dialog is open, even after changing back to the first tab (also on labels that are too long)

      Expected results

      Tooltip is displayed on hover of the caption in any layout

      Actual results

      Tooltip isn't displayed on hover of the caption in a tabbed layout
