Move workflow notification template to workflow module

      As described in MGNLMAIL-9, workflow email templates should be located within workflow module.
      Also add mail dependency to this module if you use it.
      Existing bootstrap: config.modules.mail.config.templatesConfiguration.workflowNotification.xml
      Existing template: workflowNotification.html
      Please note that info.magnolia.module.mail.MailTemplate.MAIL_TO_WORKFLOW="mailto" would also be removed from Mail module. Please add it to "info.magnolia.module.workflow.api.WorkflowConstants.MAIL_TO_WORKFLOW"
