Make the publish action available for multiselection.

Expected results

I can commit the publish dialog

Actual results

The commit action is disabled

Workaround

Decorate the dialog.

Development notes

We don't make the publish action in pages app available for multiselection by default
Although it works technically, it creates multiple publishing requests which has to be approved one by one.
