Two scenarios need to be covered:

• A page should only be allowed to be dragged and dropped into another page if its template can be assigned to one of the available templates of the destination page.
• A page should should be only set as sibling to another page, if they are either at the root workspace level, or the page's template matches one of the available templates to the destination page's parent available templates
