Steps to reproduce:
- Select SPA page and click on "Preview Page"
- The action bar is empty
Expected result:
- Â Actions should be shown same as other page types.

 Workaround:
Preview page by using "Preview page" in edit mode:
Select SPA page -> click on "Edit page" action -> click "Preview page" -> default actions is shown
