In the Pages App, when using the page editor, it is not possible to see the "Edit page properties" action

• on the browser
• once you have started working on the page,

i.e. you have selected one of the areas/components. This happens on every page unless there is a no-component area in which you can click to go back to the initial status of a non-selected area/component.

There is a customer asking for adding a way to allow edit page properties at any time when using the editor.

Steps to reproduce:

1. Open travel demo page, you see edit page properties
2. Click anywhere so that action bar changes showing more actions but edit page properties
3. There is no chance to go back to edit page properties but closing and reopening the page again
