Steps to reproduce

1. Create some page components with names like:

• Teaser
• Text-Bild
• Zitat
• Öffentlicher Login
• Überschrift

2. Make them available for main area for example, then open Page editor, go to that area, click add component to see the components order

Expected results

Available components order should be case insensitive and support german Umlaute (see ticket title)

Actual results

German "Umlaute" (ÄÖÜ) are sorted to the end instead of as expected by German speakers like this A,Ä,B,...O,Ö,P,...,U,Ü,V,...
