Add tool tip to control-bar icon

Currently the icon displays on the control-bar (Area or Component) have it own meaning, therefore we need a meaningful tooltip which could help to explain the icon while mouse-hover.

E.g: This is a tooltip which states the component is a slave of the master: /travel/tour-type/main/0

AC:

• Allow to extracts the icons attribute either Json String or String format
• If the icons attribute is Json string format, it should have the following pattern

  "{'cssClasses': 'icon-foo', 'tooltip': 'This is foo'}"

• If the icons attribute in String format that obviously the tooltip is not necessary in this case, working like current behaviour
