Page Properties should be available even if SPA is broken

With the SPA editor it is possible to get to a state that the action bar does not render, and Page Properties action is not available. It can be a change in the Page Properties dialog which causes this problem.

The Page Properties aaction should ALWAYS be available - and really the whole action bar should be available, even if the SPA Editor does not load for some reason..
