Use the Page Editor in any app (via Light Development)

      As a developer, I want to add a page-editor subapp to other apps besides the Pages app.I may also want to add relevant pages actions to the browser subapp as well, like "Add page" where I then choose which template I want to use.

      Currently it is not possible to do this with light development alone, and it is tricky to configure when using Java modules alone.

      Do discovery to outline possible approaches to achieve  the capability.
