Our original plan was to take out Password manager from SaaS bundle, as it was never meant to be there, but was kept because of dependencies.

After the split of the module, we realized, it's still needed in SaaS for some functionality. 

We have decided to make the dependency optional. (Architecture board on 2022-09-20) 

Impacted modules: 

• Mail module
• AWS Foundation
• 3rd module which we don't know yet

Discovery should define which modules are impacted more.
