modifedOnly publishes even published (green) pages

      (Initiated by DOCU-2275).

      A 5-UI way to publish only modified changes (https://docs.magnolia-cms.com/product-docs/6.2/Authoring/Publishing.html#_publishing_changes_only) should be possible n 6 UI by extending the configuration of the publishRecursive dialog by adding the modifiedOnly parameter (thanks for this jsimak).

      However, the configuration seems to have no effect on the published (non-yellow-status) pages and publishes them as well:
