Focal Point dialog is not scrollable

      When opening the focal point setting dialog, the pane is not scrollable.

      Where the image is too tall, the save button is not visible so the focal point can never be set or changed.

       

      This is particularly troublesome on a laptop with small screen as it renders the Focal Points app useless without shrinking the entire display.
