Currently the module doesn't provide a default configuration. This can be confusing for users when they install the module because the tabs installed into the assets app will be blank (assuming samples are not installed). A second issue is without some default file there it's impossible to decorate the configuration. You have to bootstrap or hotfix. Neither of which is ideal.

Move the default configuration provided by the sample module into a config file of the common module.
