 Description   

When using the keyboard to tab through a story, the "tabs" in the outline should have a focus state to indicate that they are focussed.

The tabs are in the focus order because you can "tab" to them with the keyboard and use the spacebar to toggle them - but two things make it confusing.
1. They have no visible focus state.
2. One must hit tab key three times to move over a tab. Im not sure why, I would expect just two times, maybe there is an extra item (the toggle indicator?) that should be removed from the tab order.
