Allow the editor to fill more of the space like it was in 5.7

Sorry, but this is a different issues. This belongs to the content editor UI framework and MGNL-6420 to the content app UI framework.

In content editor apps like stories app were never been an expand button like in content app dialogs. So just use here the available space for editing content.
