A running Magnolia instance actually has 2 different locales.
Configuration - including the fallback language - are separate tasks and have their specific "places" where the must configured. Also the way current locale (for both of these locales) is completely different. Let's create another page which explains these two different locales, when they come in charge, where to configure them, etc. pp Resources:
