 Description   

A running Magnolia instance actually has 2 different locales.

  • the locale used and assigned for website visitors
  • the locale used on the User admin central - which is used for instance for apps.

Configuration - including the fallback language - are separate tasks and have their specific "places" where the must configured.

Also the way current locale (for both of these locales) is completely different.
This topic is not well or only on the surface covered within the docs.

Let's create another page which explains these two different locales, when they come in charge, where to configure them, etc. pp

Copied to both DOCS55, 54.
Set proper javadoc versions on the 5.5, 5.4 pages.
Moved includable "_What_is_locale" to the INCL space (and deleted the "original" on DOCS56)
