Best practice:
Both adding and excluding work fine. Choose the way that involves least work.
If excluding is less effort, do it.
If adding is less effort, do it.

Generally:
Try to achieve smallest possible POM (which helps maintaining it)
Excluding modules from your own POM is better than commenting out modules from our POMs.
also if excluding: have your own POM
would be nice to have an Maven archetype for such "top down" approach
