 Description   

The publication of content is failing when some special characters are part of the path that is being published. The content is published but an error comes up. It seems to be failing when the commit or rollback operation is done (just after publishing or unpublishing content). If you look into the info.magnolia.publishing.receiver.dispatcher.HeadersDispatcher.getParameters(HttpServletRequest), in this operations (commit and rollback) the received headers are not encoded property (see mgnlexchangepath header name).

Steps to reproduce the issue:
Assumptions: The instances are configured to accept UTF-8 page names

1. Go to pages app and create a new page named:
Chinese: 景順目標到期新興主權債券基金
Arabic: أخضر-بيتزي-يتعادل-إيجابا-أمام-أوكرانيا
2. Publish the page.

Result: An error comes up but the content is published.
