 Description   

In 3.0 repositories were subscribed(i.e subscription was configured - they could be activated) by default. This is not the case anymore but should work as before. Otherwise all the modules has to add a task which does not even yet exists. Adding a bootstrap file will fail as the subscribers are not bootstrapped in the public instance.
