Steps taken:

1) installed latest code from trunk (using magnolia-module-fckeditor-3.6-20080620.153626-1.jar) with samples
2) changed the enterMode to 'br' and shiftEnterMode to 'p' on /modules/samples/dialogs/samples/samples-editor/tabContent/content
3) restarted server and browser
4) opened up sample page and created new paragraph, selected "Samples: Editor"
5) enter line of text press Enter, creates a <p> tag around text
6) enter line of text press Shift+Enter, creates a <br/> at end of text

Tom, this was fixed on the 7th of July, and you're using a snapshot build on the 20th of June. Can hardly qualify that has being the latest code from trunk
Now if you meant latest published snapshot, that might be more accurate, but unfortunately at the moment we have a very random snapshot deployment schedule Just uploaded new ones, if you want to try again. Alternatively, you could build it yourself.

At least with 4.1 RC1, I can't reproduce.
The whole text might still be surrounded by a <p> tag in some cases; if that's an issue, please reopen !
If the issue still exists with older versions (3.6.5 or 4.0.2), please reopen too !
