 Description   

Typically, if a site's css says

td {
  background-color: white;
}

the newBars and editBars aren't really useable/visible anymore.

This improvement will ensure the magnolia admin css files has stricter/narrower definitions so that our bars keep their green !

latest commit was probably a bit too strict - need to review borders.

The transparency and color of the bar is now back, but the 3d effect "onclick" is gone - probably due to the !important rules ruling each other out.

Still to do : padding in main bar, transparency issue when moving paragraphs.

It's been a while since we've had this sort of issue, so I'm assuming this is now correctly fixed.
