 Description   

when using the cms:mainBar tag links to magnolia css and js files are added to the page.
Css links, however, are not valid in html body and some browser can ignore them (expecially in strict mode). A separate tag should be used to add css links

added a new cms:links tag which can be added to head in order to draw links.
MainBar has been modified to check if links have been added before. If cms:links has been used css and js links are not added anymore.
