You can reproduce issue:
1. Set magnolia.utf8.enabled to true + restart server
2. Create new Article page under demo-project/about/subsection-articles with name ärticle
3. Open ärticle page and try to add new Text and Image paragraph. There is error (see attached log) instead of dialog:

It is possible to add for example Quoted Text paragraph, but it is not possible to delete it. If you click on Delete button, it asks you if you are sure and when you click on OK nothing happens and in the log is following error:

ERROR  info.magnolia.cms.filters.InterceptFilter 15.11.2011 11:07:34 -- Exception caught: demo-project/about/subsection-articles/ärticle/main/0

If you rename ärticle to article-new and open it, there is no longer this kind of problem.

Setting Tomcat to use UTF-8 encoding solves this issue. See http://confluence.atlassian.com/display/DOC/Configuring+Tomcat%27s+URI+encoding.
