To reproduce it (also on http://demoauthor.magnolia-cms.com):

  • open the Security page
    • initially no row is selected, "New User", "New Folder" and "Refresh" buttons are available, the rest is grayed out. So far, so good.
  • select a user/row
    • "Edit user", "Activate", "Deactivate" buttons become available, whilst "New User" and "New Folder" are grayed out. That's OK.
  • hit refresh to unselect the selected user/row
    • expected behavior: only "New User", "New Folder" and "Refresh" buttons should be available.
    • actual behavior: all buttons are available but "New User" and "New Folder". One can resort to the context menu of course but still this is an annoying bug.

Also website function bar is somehow messed up when performing the same above mentioned actions.

Postponing. This issue will be solved by new UI introduced in 5.0

We're closing this issue as outdated as it was reported for 4.4.x or earlier versions which are no longer supported. Don't hesitate to reopen or create a new ticket in case this is still relevant and you'll experience it on 4.5.x or later versions.
