Actually activation is enabled only in admin instances: in some scenarios could be useful to allow activation from a public instance too.

For example you can have an admin instance, a public test instance, and a production instance.
Pages are edited on the admin instance and activate on the irt public instance for testing. When everything has been reviewed on the test instance an administrator should be able to activate content from the test instance to the production one.

(of course enabling publishing from a public instance should be optional)

in svn: now in the server configuration, near to "admin", there is another flag called "publisher" which can be used to enable activation in a public instance.
Activation is enabled if the admin OR the publisher flag is set to true.

Fabrizio, what do you think about simply enabling activation if active subscribers exist? Then there is no need for yet another flag.

ok, I simply added the "publisher" flag to avoid changing the behaviour of existing configurations (if you don't add this new configuration value everything works as before), but I agree that simply checking available subscriber would be better.
If everybody agree I can commit this change in svn

Now menu shows up and are greyed-out if there are no active subscribers, both in the admin and public instance.
