And why is that?

I'm not saying it should not be, but if we are to change default, there should be reason for that.
AFAIK majority of the users still prefer to have URLs without any national characters in them.

Not sure. The way I understood this issue, it was about changing the default encoding in Magnolia to have utf-8 enabled, while the other 2 issues are only about changing the tomcat config ... the reporter should probably clarify the intentions ... and possibly close as dup if it indeed is a duplicate.
