I don't know since when this is the case.
I just fixed the pom.xml of magnolia-license, where I noticed these were not in scope:test, but there might be others. Double check, and make sure this is fixed in all of 4.4, 4.5 and 5.0 branches, for all artifacts !

Checked the build of 5.1-SNAPSHOT: No more of the above mentioned jars.

4.5.12 also doesn't contain these jars.
