 Description

It seems that registration process for enterprise edition does not respect bootstrapped license from XML file.

Steps:
1. After registering for demo license for Magnolia Enterprise and using it with author instance I exported it as XML file --> config.modules.enterprise.license.xml
2. Shut down the instance, delete the repository (to force bootstrapping again), and place the XML file in WEB-INF/bootstrap/author/config folder
3. Restart the server and checked the logs after enterprise module has been registered. It showed 1 file imported by the Bootstraper.
4. Trying to access author instance I got prompted to register again. This should not be so!
5. After entering email and license data and logging in as superuser I checked the config of the enterprise module and now it had 2 license keys

Registration process should not be invoked if the valid license exists...
