Fallback language for zh_TW is not EN, it's zh_CN.
Fallback language for zh_CN is not EN, it's zh_TW.

This fact makes it quite hard to work with Chinese content. We are hardly able to check the website for missing Chinese texts. Fallback language should be always English.

Hello.

As you have reported this issue under MGNLEE I assume you are using a Enterprise Edition.
The described behavior is most likely a misconfiguration in your site. Each site can have one fallbackLocale (see for example configuration : /modules/multisite/config/sites/default/i18n@fallbackLocale=en). Please make sure that the fallback locale is properly set in there (see http://documentation.magnolia-cms.com/display/DOCS/Site+definition#Sitedefinition-i18n).
