 Description

We currently don't warn administrators, if a license is about to expire. This means that if administrators don't have enough time to apply for a license renewal and are often confronted with an instance that has just gone down due to license issues. This is unacceptable.

There's a UX concept that describes how we handle the product license. It calls for administrators to be warned using messages in Pulse, if a license is about to expire.

Because MGNLEE-419 and MGNLEE-418 are the same epic link so I used the same branch for both tickets

This ticket also supports to config interval of notification in enterprise module

Upon request of PM, Safari silently blocking popups makes it a no-go to have the action "Contact Magnolia" as it is now, via Page.getCurrent().open(...).
PM also decided that in the long run, the new license management tool shall be embedded as a sub-app of the About app. We will do this in a follow-up ticket.

For now, can we just remove the action and make sure to display the URL as plain-text in the pulse message? Thanks!
