Steps to reproduce

  1.  Open the book-tour page for editing in the travel demo author instance
  2. Edit the form component and ensure "Step-by-Step Navigation" is checked
  3.  Load the page on public instance https://demopublic.magnolia-cms.com/book-tour.html

Expected results

The form will show that it is a stepped form. Displaying the multistep navigation and showing you are on the first step.

Actual results

The form does not show that it is a stepped form. There is no form navigation shown.
Once you have submitted the first step, it then shows you the navigation on the second step.

Workaround

None found yet.

Development notes

FormModel's formState property is null when the first step template is run.
